The terrible consequences of the battle against ALTRON forced the government of the United States of America to think about the impact of people with super abilities on the life of all mankind. “The Act on registration of superheroes"- a new law, which will force superheroes to reveal their identity and forced to work for the government, was introduced with this purpose.

As much as i'd like to see spiderman in his civil war role, i think panther is going to be perfect for it. As intelligent as Tony Stark, and as capable a fighter and leader as Cap...He's a great character to place in the middle if they go that route.

The Civil War story line probably carries over into Black Panther and Captain Marvel. There's probably a scene in Avengers: Infinity War Part I in which Captain America and Iron Man agree to disagree so they can avenge the deaths of several Avengers who will be revived at the end of Part II.
